The assurance record and approval
The assurance record puts the evidence about your system in one place, for your agency's governance team to review. In this step you check the record, submit it, and follow it through approval.
Litmus provides evidence to support deployment decisions. It does not replace the judgement, governance processes or approvals required by the relevant agency.
What's on the record
- Stated risks: the risks you described when you added the system.
- Coverage and evidence: each criterion, marked Met, Partial (within 15 points of its passing score) or Not met. You can expand any criterion to see its test cases and how each answer was graded.
- Guardrails: the runtime guardrails set up for the system, if any.
- Issues and risks: every issue and what you decided about it.
- Audit history: who did what, and when.
The record keeps these as they were when you submitted it, so later changes don't alter what reviewers saw.
Submit it
Before you can submit, every Critical issue must be resolved and re-verified by a later run. See read the results.
The system's owner then chooses Submit for review. Litmus doesn't send notifications, so tell your agency's governance team when you've submitted.
Review and approval
| Stage | Who | What happens |
|---|---|---|
| Review | Your agency's AI governance team | They read the record, then either support it and send it for approval, or return it to your team with comments. |
| Agency approval | Your agency | Approval is recorded on the record. |
| Whole-of-government approval | Whole-of-government reviewers | High-risk systems only. Approval is recorded on the record. |
| Approved | The record shows Approved · cleared to operate. |
At any point, reviewers can return the record for changes. After launch, a system can be flagged in production. Fix what was raised, then re-submit after remediation.
The record's status is one of Draft, Pending review, Pending approval, Approved or Flagged.
Governance officers need their own accounts. If your agency's governance team doesn't have them yet, ask us.

What good looks like
- No open Critical issues, and every Major issue resolved and re-verified or accepted with a reason.
- Coverage shows Met for the criteria that matter most.
- The audit history shows the reviews and decisions you'd expect.
If you're stuck
- You can't submit: a Critical issue is still open, or resolved but not yet re-verified. Run the tests again.
- The step shows a padlock: it isn't available for your system yet. Ask us.
